Tracy, CA wood fired power plant looking for spark to reopen

The company that owns a shuttered power plant on the western edge of Tracy is trying to reopen the facility and looking for allies in Congress.

Greenleaf Power LLC of Sacramento owns the Thermal Energy Development Partnership facility — which the company calls Tracy Biomass. The power plant burns wood waste from farms and cities to boil water in a huge boiler, creating steam that turns a turbine, producing about 20 megawatts of power a year.
